Public information delivery at Universitas Jambi is currently one-directional through social media without automatic response mechanisms, resulting in suboptimal user interaction. This study aims to design and develop a 2D virtual character based on Artificial Intelligence (AI) named JUVIO (Jambi University Virtual Information Officer) as an interactive promotional medium to support public information disclosure at Universitas Jambi. System development was carried out using the Waterfall methodology through requirement analysis, design, implementation, testing, and maintenance stages. The system was built using the Laravel framework with the virtual character rendered through Live2D Cubism SDK and PixiJS, along with an AI mechanism based on Retrieval-Augmented Generation (RAG) using the Gemini 2.0 Flash Lite LLM model through LiteLLM, and a text-to-speech feature using edge-tts and WebSpeech API. Functional testing using Black Box Testing with Equivalence Partitioning involved 4 testers with 88 total scenarios, yielding a 100% success rate and 0% failure rate. These results demonstrate that the JUVIO system is feasible as an interactive promotional medium based on 2D virtual characters and AI to support public information disclosure at Universitas Jambi.
